Barrow boasts a distinctive town centre, shaped by the Victorian entrepreneurs who transformed it from a small farming community into one of the biggest ports in Britain in just a few decades.

Today the town retains much of its Victorian charm and provides a healthy mix of retail, leisure and cultural facilities. However, work is needed to strengthen retail, commercial and civic facilities in the town centre and help fire the local economy. Improvements are also needed to improve the quality and choice of housing on offer as well as the appearance of the town centre to help lift its profile as a place to live, work and relax.

The vision for Barrow town centre is a 15-year plan to secure its future while building on its proud past and unique sense of place. It is also the core from which West Lakes Renaissance’s other major projects in Furness stem – such as The Waterfront Barrow-in-Furness and our work to retain young people.


The framework includes;

The creation of a new civic waterfront on Devonshire Dock, including retail, leisure and residential developments and helping to connect the town centre with The Waterfront Barrow-in-Furness.

Improvements to the range of housing in the town centre, through either refurbishment or new build

Improvements to the retail offering of the town centre. This includes limiting the edge of town centre retail developments to safeguard the vitality of shops in the town centre, and encouraging businesses into the town centre that will improve and widen the night time economy

Improvements to major road gateways to the town centre, and where appropriate new landmark buildings, such as Emlyn Hughes House on Abbey Road. Also improvements to roads that run throughout the town centre to accommodate future development and complimented by improved road signage

Making the most of the superb views to be had from the town centre towards the waterfront

A network of public and green spaces as well as improving existing spaces and space for public art


Work has already been undertaken to improve links between the town and the waterfront. Town quay is a 600m promenade with seating and litter bins that runs adjacent to Morrisons supermarket on the edge of Devonshire Dock was opened in 2004. The project was funded by West Lakes Renaissance and Barrow Borough Council, utilising money from the European Redevelopment Fund, and was delivered by Cumbria County Council and Capita.

Building on this initial step we are working with our partners Barrow Borough Council, Cumbria Vision and the North West Regional Development Agency to create a better future for Barrow.
